A. The Council may on its own initiative or at the request of the City Manager make an initial decision on a matter within the road authority of the City.

B. If the Council makes a decision either as an initial decision or on appeal or review, that decision shall be binding on the City Manager and staff for a period of five years unless the Council decision is withdrawn.

C. The City Council retains all its authority relating to the vacation of rights-of-way. [Ord. NS-2140, 2010]
