The preliminary engineer’s report shall contain:

A. A full description of the project including boundaries of the proposed district. The proposed district may differ from the area described in the initial petition and any changes in district boundaries do not invalidate the initial petition.

B. A description of each parcel of land specially benefited, including the name of the record owner of the parcel as listed in the County’s tax records as of the date of the engineer’s report.

C. An estimate of the probable cost of the project, including property acquisition, design, construction and administrative costs. The estimate shall include all costs assessable under BC 2.10.040.

D. A recommendation as to what portion of the total costs of the project should be paid by specifically benefited properties.

E. A recommendation of a method of assessment, together with an estimate of the cost per unit to specially benefited properties.

F. A recommendation whether to proceed with formation of the local improvement district. [Ord. NS-2182, 2012]
