The Council on its own motion or on petition of the owners of at least half the property benefited by the proposed public improvement may direct that a preliminary engineering report be prepared to assist the Council in determining whether a local improvement district should be formed to pay all or part of proposed water, street, sanitary sewer, sidewalk, storm drain, and/or other public improvements. Only public improvements may be financed by local improvement districts. The City may charge a fee in an amount established by Council resolution for filing the petition. The fee shall cover the costs of receipt and processing of the petition and the initial Council action. [Ord. NS-2182, 2012]
