Effective maintenance, operation, regulation, and control of stormwater drainage are needed to protect the health, safety and general welfare of the City. Natural and man-made stormwater facilities and conveyances together constitute a stormwater system. Effective regulation and control of stormwater can best be accomplished through formation, by the City, of a stormwater utility. [Ord. NS-2176, 2012]
