Unless expressly exempt from the permitting requirements under BDC 3.6.500(C)(3), the provisions of this chapter apply to all short-term rentals approved under BDC 3.6.500, operating a short-term rental as defined by the Development Code, or that are legal nonconforming uses under the Bend Development Code.
