No improvement assessment shall be rendered invalid by a failure of any incompleteness or other defect in any engineer’s report, resolution, notice, or by any other error, mistake, delay, omission, irregularity, or other act, jurisdictional or otherwise, in any of the proceedings or steps required by this chapter, unless the assessment is unfair or unjust. The Council shall have the authority to remedy or correct any matter by suitable proceedings and action. [Ord. NS-2182, 2012]
