The Central Oregon Stormwater Manual (COSM) is adopted by the City as the design manual for stormwater. Stormwater design professionals are required to be familiar with and use the COSM. All activities and facilities governed by this title shall be in compliance with the COSM and the City Standards and Specifications. The City Manager may adopt guidance documents and procedures manuals related to implementation of provisions of this title. The COSM may be updated and expanded periodically by the City Manager, including by adding a Bend Supplement, after public notice and input, based on improvements in engineering, science, monitoring and local maintenance experience.
