A. No person other than a City employee in the course and scope of employment may open or in any way tamper with any portion of the City water distribution system, including valves, water meters and fire hydrants, without a City permit.

B. No person shall interfere with access to any City water facilities, including valves, water meters and hydrants. Interference with access to facilities includes placing any materials on or near a facility that makes access more difficult or delays access. [Ord. NS-2182, 2012]
