The procedure provided in this chapter is not exclusive, but is in addition to procedures provided by other sections of the code. The Fire Chief, Fire Marshal, Chief of Police or the City Manager may proceed summarily to abate a health or other nuisance which unmistakably exists and which imminently endangers health or property.
