No person may connect to the transportation, water or sewer system of the City or obtain a building permit or certificate of occupancy unless the appropriate SDCs have been paid, or an agreement entered to pay over time as allowed by BC 12.10.110, an application for deferral of payment has been approved under BC 12.10.105, or the development is exempt from payment of SDCs under BC 12.10.120.
