A. The SDCs imposed by this chapter are separate from and in addition to any applicable tax, assessment, charge, fee in lieu of assessment, exaction, dedication, or fee otherwise provided by law or imposed as a condition of approval in a development application. SDCs are not taxes on property or on a property owner as a direct consequence of ownership of property within the meaning of Article XI, Section 11B of the Oregon Constitution or the legislation implementing that section and are not subject to the limitations imposed by that section.

B. The City Manager is authorized to adopt administrative regulations, policies, and guidelines to implement the provisions of this chapter. [Ord. NS-2491, 2024; Ord. NS-2161, 2011]
