Ordinances that impose generally applicable rules are to be adopted as amendments to this code and the title of the ordinance is to indicate that the ordinance amends the code. In the event that an ordinance does not specify that it is amending the code, the City Recorder shall determine whether the ordinance should be incorporated into the code. Failure to comply with this section does not invalidate any ordinance. [Ord. NS-2159, 2011]
