A. City means the City of Bend, Oregon.

B. City Manager means the City Manager of the City.

C. Chief of Police means the Chief of the Bend Police Department.

D. City property means all other real property owned or controlled by the City.

E. County means Deschutes County, Oregon.

F. Fire Chief means the Chief of the Bend Fire Department.

G. Judge means a Bend Municipal Court Judge, including any pro-tem Judges.

H. Legal owner means the owner who has title to the property, although the title may actually carry no rights to the property other than as a lien.

I. Law enforcement agency means any City, County, State or Federal agency or department with authority to enforce criminal laws.

J. Person means an individual, corporation, partnership, company, trustee, or any other legal entity.

K. Quorum. A majority of the members of a body shall constitute a quorum.

L. State means the State of Oregon.

M. Tamper means to manipulate or attempt to manipulate a part of the vehicle whether or not an instrument is used and whether or not actual damage is done.

N. Vehicle means every vehicle including, but not limited to, automobiles, motor boats, motorcycles, mopeds, trucks, trailers, buses, motor homes, bicycles.

O. Year means a calendar year unless otherwise expressed. [Ord. NS-2159, 2011]
