This code shall be interpreted as giving the City, City officials and City staff the broadest possible scope of authority. Unless otherwise specified to the contrary, the grant of authority or responsibility to any City official shall include the named official and any designee. No formal delegation or designation of authority by the official to subordinate City employees is required. Words and phrases shall be taken in their plain, ordinary, and usual sense. However, technical words and phrases having a specific legal meaning shall be understood to have that meaning. A general term following specific enumeration of terms is not to be limited to the specifics enumerated unless expressly so limited. [Ord. NS-2159, 2011]
