A. Completeness. Type I, II, and III applications shall not be accepted as complete until the Community and Economic Development Director has determined that the requirements of BDC 4.1.220 have been met and the application is complete or the application is deemed to be complete under State law. A Completeness Check Meeting shall be required for all Type II, III and IV land use applications unless exempted by the Community and Economic Development Director. The purpose of the Completeness Check Meeting is to determine whether the proposed development application is complete prior to acceptance of the application for processing by the City.

B. An application is complete when, in the judgment of the Community and Economic Development Director, complete information to address all criteria has been provided by the applicant.

C. Acceptance of an application as complete shall not preclude a determination at a later date that additional criteria need to be addressed or a later determination that additional information is needed to adequately address applicable criteria.
