Except as this charter prescribes otherwise, and as the Oregon Constitution reserves municipal legislative power to the voters of the city, all powers of the city are vested in the council. As the governing body of the city, the council is the successor to the City Commission of the City of Bend (which was established by Chapter II, Section 2.1 of the Amended Charter of the City of Bend adopted November 8, 1960).
